Without seeing any interior shots it is impossible to figure out what it is. Christine says it was up for sale last year as well. By the sounds of it all the rib tips need to be replaced, that would the top 1" of Strapping as mentioned in the add. The black on the hull is likely mould. The stem looks a bit fat. Maybe a $100 boat.
