I've done the steaming in the bag on the boat. It pretty handy as no heat is lost taking a piece out of the box onto the forms. I did it with planking, not rails but same results.

Not plastic bags, but we have steamed rails on the boat with flexible pipe. Stuff a rag in the end and steam away, just pull the pipe down as you bend the outwale into place.
