Just a guess but, maybe so the end is always within reach. Also looks to be tied with a quick release slippery hitch.

Yep, treats a plenty, but he’s a great swimmer. Only dog I’ve trained who would rather swim than ride.
In case of emergency, or to give him more slack, the quick release knot takes a yank.
A former coworker used to let her lab swim behind her kayak at length. She'd keep an eye on him and gauge when he was tired enough that she should head to shore and load him into the boat or let him rest on shore.
