What a great puzzle.

That looks like the grinder plate from a meat grinder with a stainless bolt threaded through. Could also be a drain grate.

What is it for? There might be a more common solution.

You don't list your locale, so not really helpful in telling you where to get them, unless it is reasonably local to you .... if you search "Sea-Lect Footbrace Stud Mount Kit" you will get a lot of places including Amazon.
