This project really stinks.
As a former consultant, it is illegal to bypass the NEPA process and that is exactly what has happened.
No doubt this project would require an EIS because of" the potential for significant environmental impact."
With the EIS, comes the requirement for public input.
This project breaches the Law and the Public Trust.
