I'm going to vote that grandpa was irresponsibly close to a bison bull that had been clearly behaving in an agitated and unpredictable manner within the campground... and the results seem to prove that to be correct. If he was acting responsibly, he wouldn't have gotten tossed, or even drawn the attention of the bison. Call it a mistake if you want, call it ignorant if you want, but it wasn't responsible.
The video shows the guy, with grandson in tow, walking towards the bull and holding up his camera for a memorable shot, and while the 25 yards (and if he was farther away than that, it wasn't much farther) might be the NPS's advice for most bison, that one needed a lot of space... a LOT of space, like a hundred yards or more with a safe watching place.
It reminds me of a trip in the Canadian Rockies where we saw a dad with his kids running down the shoulder of the highway towards a black bear that was eating berries.

Anyway, I can imagine that some people, after seeing this unevent many times repeated, believe the fuzzy cows are not a serious threat.
