Interactive River map

Is this map interactive? It looks like it's nothing more than a GIS waterbody dataset with only two or three layers.
It makes no sense to me.. I am looking at lakes by my house. Why are there rivers going through the lakes? How is it interactive? How does it have much information? The streams I know for a fact by my house are not all flowing in the summer. Some are dried up.. Anyone wanting to follow a canoe route on this map must have a lot of optimism.

Just as I thought - a vector plot using a couple of GIS layers. I did something like this for a digital cartography class I took a few years ago. Using ArcINFO or ArcGIS (popular GIS software) and Adobe Illustrator it's pretty easy.
