I found a link to a map of access points/‘put-ins’ for the Genesee River (I believe the map is relatively new). I have paddled from Wellsville to Lake Ontario (excluding the three falls in Letchworth park and the two
Falls in Rochester) about 10 years ago. The section from Wellsville North to Portageville is “Blue water” and a trout stream (some places better than others) but is shallow in areas unless there has been recent rainfall. Below Letchworth dam the river is “Brown water”.
A tour of the Dam is available if you’re so inclined and have the time. You do need to sign up for the tour (space is limited).
