Our local problem area is Lake Tahoe. People drown there every year due to cold water. One year a Sheriff's Dept deputy drowned while on duty. He put his patrol boat on a buoy, and stepped into the tender without wearing a life jacket. The small boat capsized and he drowned in about 10 feet of water. He inhaled a lung full of water when he fell in.
