North of San Francisco. There are a number of small lakes, rivers and inlets within a short driving distance. We also have a small travel trailer and will be planning some leisure time around paddling destinations in the western U.S. I was thinking lakes would be how to begin due to the lack of a current.

Noth of SF? I live in the Sacramento area, and paddle the local waters from the northern end of the delta to the lakes and reservoirs of the Sierra Foothills. Let me know when you are heading this way. Perhaps I can be of assistance.
